Michael is a senior researcher with more than eight years experience working in energy and climate change policy in Southern and East Africa, Europe and Latin America.

Anthony Dane

Anthony has over ten years of greenhouse gas accounting, climate change mitigation, energy and monitoring and evaluation experience. He has worked in the consulting sector, academia and the mining industry and has experience working in West, East and Southern Africa and Latin America.

Anthony understands the complexities of the domestic and international climate frameworks and other trends driving climate change, energy policy and sustainable development. He is a low carbon energy, climate change mitigation and Monitoring, Reporting and Verification (MRV) expert. He has assessed mitigation potential across a range of sectors in South Africa and developed Marginal Abatement Cost (MAC) curves in the context of the South African power and cement sectors; he worked on energy efficiency programmes and informed the design of future programmes through M&E projects and has experience in assessing the economy-wide impacts of climate change mitigation options.

He has experience in project development and is currently involved in developing a low carbon energy solution for a large greenfields housing development in South Africa. His experience in greenhouse gas emissions accounting includes supporting the development of the South African Climate Change Monitoring and Evaluation (M&E) system (including the GHG inventory) developing over 30 corporate carbon footprints across the mining, steel, cement, telecommunications, retail, finance and energy sectors; being a contributing author of the Green Growth Best Practice Report (M&E Chapter); and being part of the team conducting the review of South Africa's Fifth GHG Inventory. Anthony has worked with governments to inform international, national and local climate change policies (he was a member of the BASIC countries' expertgroup, has worked with national and local governments in Africa and Latin America and contributed to the development of the GHG Protocol Policy and Action Standard).

Anthony holds a MCom in Applied Economics (applications in development) from the University of Cape Town and a BEcon in Environmental Science and Economics from Rhodes University. He previously worked for Environmental Resources Management (ERM), the Energy Research Centre at the University of Cape Town, Incite Sustainability and Anglo American.

Michael Boulle

Michael has supported national climate policy processes both in the preparation and implementation of the Nationally Determined Contributions (NDC) to the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC). Through his focus on energy and climate change policy he has worked on policy implementation, monitoring, reporting and verification (MRV), institutional arrangements for power sector reform, institutional features of climate change policy and regulation, and co-benefits of climate mitigation policy.

Michael’s experience of working with the private sector includes an analysis of components of South Africa’s climate change mitigation policy, assisting companies with compiling responses for the Carbon Disclosure Project (CDP) and Global Reporting Initiatives (GRI), and working with developers participating in the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) on the socio-economic development components of bid submissions.

Michael holds an MPhil in Energy and Development Studies from the Energy Research Centre, University of Cape Town, and a BSc Honours in Development Geography from Rhodes University. He has worked as an independent consultant, as well as at the NewClimate Institute in Berlin, Germany and the Energy Research Centre at the University of Cape Town.
